W3C has recently set up a new [http://www.w3.org/2011/rdf-wg/wiki/Main_Page RDF Working Group], whose charter is to make a minor revision of RDF.
The last few years have seen a large number of tools, development environments that make RDF based application development possible. The community maintains [http://esw.w3.org/topic/SemanticWebTools a separate Wiki page] listing those.
